Chapter 21

Captain Royal, now clearly mad, fires a flour-loaded shotgun at the boys and then flees up a treacherous cliff path. The Hardy boys, joined by Chet and Biff, pursue him in an attempt to prevent him from falling. Despite their warnings, Captain Royal stumbles and plunges over the cliff into the sea.
Chapter 22
In Swirling Waters
After Captain Royal plunges off a cliff into the raging sea, the Hardy boys and their friends race to the shore. Despite the perilous waves and sharp rocks, Frank Hardy courageously swims out to rescue the unconscious captain, dragging him back through the surf with the help of Joe, Chet, and Biff. They discover Captain Royal is still alive.

Back to Bayport

Frank, Joe, and Chet return home and inform Fenton Hardy about Captain Royal, whom they suspect is Todham Todd. The next morning, they visit Miss Evangeline Todd and bring her to the hospital, where she identifies the unconscious Captain Royal as her long-lost brother, Todham Todd. The doctor reveals that his condition is critical due to a concussion.

Todham Todd hovers between life and death for two weeks before recovering his memory, unaware of his time as Captain Royal. The Hardy boys and their friends are rewarded with gifts at a banquet, and the mystery is fully resolved with the capture of Lieutenant Patwick.
