After Gharlane's failed attack, the Arisians launch a coordinated assault on Eddore, capturing and probing an Eddorian to gain crucial knowledge. They then withdraw, allowing Eddore to repel the lesser attack, ensuring the Eddorians underestimate Arisia. The Arisians foresee that their ultimate victory will require their own sacrifice.

Chapter II: The Arisian Solution
Virgil Samms and Roderick Kinnison discuss the mysterious planet Arisia, which no ship can approach, and the inexplicable genius of Nels Bergenholm, who solved the free drive problem. Bergenholm insists Samms must go to Arisia to obtain a telepathic symbol for Civilization. Samms decides to go immediately aboard the Chicago. The chapter also shows a tense mixed-doubles tennis match between Jack Kinnison and Jill Samms, revealing their competitive relationship.

First Lensman Samms tours Bennett, a world fully mobilized as the Arsenal of Civilization, witnessing its fervent industrial and military buildup. Meanwhile, a complex surveillance operation unfolds on Earth as the Patrol monitors the Venerian Ossmen, who retrieves a hidden package from a lake. The chapter contrasts the open enthusiasm of Bennett with the covert cat-and-mouse game of espionage, culminating in the identification of a Boskonian headquarters in New York.

On Election Day, the Patrol ensures a fair vote by challenging fraud and intimidating goons, leading to a nearly pure election. The chapter ends with the Cosmocrats gathering at the Hotel van der Voort.
